· Provided specialist advice and development of Construction Management Plan for Private Plan Change for Hawkes Bay Regional Sports Park – July 2007

· Development of Environmental Management Plans and planning advice for Leighton Contractors on Transit SH20-1 Project – 2006 to 2007.

· Monitoring of forestry sites for Auckland Regional Council.

· Review of consent requirements for proposed mineral exploration drilling program in Northland.

· Providing planning/environmental advice and consent processing services to Auckland Regional Council – ongoing.

· Providing specialist review to land development companies on erosion and sediment control, stormwater management and overall project management of environmental and regulatory aspects.

· Project leadership for the development of a Utilities Operations Guideline (TP301) for the Auckland region providing specific environmental guidance for utility operations such as telecommunications and power cable installation, Dec 2005 – Sep 2006.

· Processed and project managed a significant range of resource consents associated with development proposals for the ARC including the discharge of sediment and stormwater from development sites, Oct 2001 – Aug 2007.

· Project Leader for investigating the efficiency of Decanting Earth Bunds, and Rainfall-Activated Chemical Treatment Systems, Dec 2005 – Oct 2006.

· Leadership for the review of the earthworks guideline (TP90) for the Auckland region, Aug 2006.

· Invited speaker for NZ Highway Institute Conference on Sediment Control Practices for Roading at Palmerston North, September 2005.

· Principal author and Project Leader of ARC Technical Publication No. 223 – “Erosion and Sediment Control Guidelines for Forestry Operations in the Auckland region”, August 2005.

· Attended and contributed at world conference in Dallas, Texas, and a study tour of the Eastern USA, gaining technical knowledge and specialist contacts in both stormwater and erosion/sediment control, Feb 2005.

· Presentation and chairing of technical sessions at NZWWA conferences in May 2003 & May 2005.

· Provided key technical input on Chapter 7, Beds of Lakes and Rivers, of the Proposed Auckland Regional Plan: Air, Land & Water, June 2004.

Regulatory/Consent

· Manager of Consent Processing, Compliance Monitoring and Enforcement components of Sediment Management Team at Auckland Regional Council.  Developed and provided leadership of the team’s strategic direction whilst improving customer focus, process efficiency and environmental outcomes, Dec 2005 to Oct 2006.

· Development of an integrated risk-based compliance monitoring program and IT platform for data collection and analysis used for 300 operating earthworks sites in the region, Jan to June 2006.

· Project management of ARC compliance monitoring and processing of ‘iconic’ Transit NZ project (ALPURT B2, Vic Park Tunnel, Nth Shore Busway, MHX Project) consents including policy advice and interpretation of regional and district planning documents, Oct 2004 to Dec 2005.

· Provided technical expertise at Environment Court (Whangaripo Quarry, Oct 2005) and Territorial Authority District Plan Variation hearings 1298 (RDC – Snells Beach variation, Apr 2006). 

· Developed the joint NZ Contractors Federation and ARC Environmental Awards, as well as presided on the judging panel for this award, March 2005.

 

Policy

· Provided technical advice on minimum earthwork strategies for RDC District Plan Variation No 52 - Silverdale Nth, March 2006.

· Oversaw the development of key ARC Sediment Team internal policy development (winter works shut-down, chemical treatment), Dec 2003 – Sep 2006.

· Provided technical review and drafting of s13 & s14 components of Chapter 7 Beds of Lakes and Rivers of Proposed Auckland Regional Plan: Air, Land & Water, April 2003 – June 2004.

· Project management and leadership of continuous improvement process and policy direction of ARC Sediment Management Team.

· Project management of submission process and policy development of exotic forestry harvesting activities in the Auckland region, Feb 2004 to Oct 2005.
